Artificial intelligence is already part of Panama's education conversation, but verified facts should be separated from promotional stories. That shows an institutional direction; it does not prove that every school uses AI or that a particular tool automatically improves learning.

What a school should decide before choosing a tool
Before opening accounts for teachers or students, answer:
- What educational problem are we trying to solve?
- Who will use the tool and at what age?
- What data will be sent to the provider?
- Will individual accounts be created?
- How will teachers review generated output?
- Which uses will be prohibited?
- How will the school evaluate whether the tool adds value?
- What happens if the provider changes terms, price, or features?
An AI policy should not start with a brand name. It should start with pedagogical objectives, data, and responsibilities.
The teacher remains responsible for pedagogical decisions
A generative system can produce explanations, examples, exercises, or drafts in seconds. It can also invent references, solve a problem incorrectly, omit context, or produce inappropriate material.
A reasonable use therefore distinguishes between:
- generating a draft and approving material for students;
- suggesting an activity and deciding whether it meets the curriculum objective;
- summarizing information and checking that the summary is faithful;
- providing feedback and formally evaluating a person.
A teacher should not delegate a decision requiring professional judgment to a model without maintaining adequate review.
Student data and privacy
Education adds a particular risk: data may concern minors, grades, educational needs, family information, or identifiable student work.
Before entering data:
- minimize the information shared;
- avoid names, identifiers, and sensitive data when unnecessary;
- review the terms and settings of the institutional account;
- determine whether content can be used by the provider to improve its services;
- limit integrations and access;
- document who approved the tool;
- establish a process for incidents and data deletion.
Do not paste a full student roster into a public chatbot merely to save administrative time.
Teaching AI is not teaching students to copy answers
AI literacy should include:
- what a model can and cannot do;
- the difference between a plausible answer and a verified answer;
- how to check sources;
- how to recognize uncertainty;
- bias and limitations;
- privacy and intellectual property;
- when AI use should be disclosed;
- how to preserve one's own reasoning.
UNESCO has published competency frameworks for both teachers and students. In both cases the focus is not simply operating a tool, but human agency, ethics, foundations, and critical judgment.
How assessment changes
If an assignment can be completed entirely by pasting the prompt into a model, the institution should reconsider what it is assessing.
Alternatives include:
- requiring sources and justification of decisions;
- assessing drafts and revisions rather than only the final output;
- adding oral defense or demonstration;
- using data or cases worked on in class;
- asking students to compare alternatives;
- documenting what the student did and which assistance was used;
- combining tasks with and without tools according to the learning objective.
The goal should not be an arms race to “detect AI,” but evidence of learning that does not depend only on a final piece of text.
A small institutional pilot
Before deploying AI across a school:
- select one subject or process;
- define responsible teachers;
- use fictitious or minimized data during early testing;
- establish expected outcomes and risks;
- create examples of permitted and prohibited use;
- record observed errors;
- collect teacher and student feedback;
- decide whether to continue, modify, or withdraw.
Measure pedagogical outcomes and workload. “Users found it interesting” is not enough to claim academic improvement.
What is documented in Panama
MEDUCA reported teacher training and discussion activities on AI in 2025. In August 2025 it described artificial intelligence as one of the elements considered in curriculum redesign, and in January 2026 stated that the new curriculum integrates technology including AI.
